Nov. 29 2006 LOS ANGELES, Nov. 28 John A. Torres, Special Agent in Charge of the Los Angeles Field Division, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), announced today that ATF is offering a $5,000 reward for information leading to the arrest and federal conviction of those responsible for the theft of a blasting agent from a federal explosives licensee in Menifee, Calif. Edick & Watt, Inc. reported yesterday the theft of two 55 pound cases of Blastex from their temporary storage magazine located in the 25000 block of Newport Road in Menifee. Blastex is a booster sensitive, water resistant, packaged explosive designed for quarry and construction blasting. A company employee found the fence surrounding the temporary storage magazine open and pry marks on the door of the magazine. "Our job is to keep the public safe. Anyone with information about this theft is urged to contact ATF and the Riverside County Sheriff's Department," Torres said. On 11-13-06 a security guard for a K-mart store and
retail area in Southern California reported that he observed a male smoking a cigarette outside a newer dark blue
Ford Windstar van with
Looking inside the van, the security guard noticed
a table with three laptop computers. The computers were connected to unknown
black boxes on the dash, and also to two cell phones that were mounted using
rubber bands to the top of the front seat headrests.
When the security guard asked about the equipment,
the subjects quickly closed the doors to prevent him from seeing. They told him
that they worked for Verizon and were searching for a signal. The security
guard did not believe the subjects were Verizon employees and noted that one of
the cell phones being used was a Sprint PCS phone.
Verizon security was contacted and they advised
these subjects do not work for them. Verizon employees drive white vans and
SUV’s and do not operate in the manner described.
The security guard described all three subjects as
Middle Eastern. He also drew a sketch of a trinket he saw hanging from the rear
view mirror that he thought he recognized as being related to Middle Eastern
culture.

OTTAWA: The al-Qaeda network has threatened Canada with terrorist attacks if
Ottawa fails to withdraw its troops deployed in Afghanistan, the National Post
reported on Saturday. The threat was issued by a member of the al-Qaeda
information and strategy committee, Hossam Abdul Raouf, in a document written in
July, the Toronto newspaper paper said.
Raouf wrote that the Canadians
“will either be forced to withdraw their forces or face an operation similar to
New York, Madrid, London.” The document was obtained and translated by a US
non-profit organization, the SITE Institute, that monitors the Internet for
terrorist threats, the paper said.
“Despite the strong increasing
opposition to spread its forces in the fire of south Afghanistan, it seems that
they (Canadians) will not learn the lesson easily,” Raouf wrote. The document
condemns Canadian Prime Minister Stephen Harper for keeping troops in
Afghanistan and refers to Canada’s “fanatic adherence to Christianity” and its
alleged attempts to “damage the Muslims” and support for a “Christian crusade”
against al-Qaeda.
Close to 2,500 Canadian soldiers are deployed in the
Kandahar region in southern Afghanistan, fighting Taliban.

A report from the CBC suggests one man was the linchpin in the
operation to thwart a suspected terrorist plan targetting a number of Canadian
locations.
The man, who is from a wealthy family in Toronto, became a
mole for national authorities because he wanted to prevent a civilian
calamity.
The agricultural engineer is now in a witness protection
program.
According to the network, he presented evidence that the
conspirators had materials that might be used to construct explosives.
A
total of 18 people, all males, are facing numerous charges, including weapons
offenses, in the alleged plot to attack several Canadian landmarks. link

Threats to Bomb Los Angeles Area Airports and Other Locations . On 8-28-06, a southern California call center received threatening phone calls where the caller threatened to bomb several locations: the largest library in LA, and unspecified airports and plants in LA, Chicago, Dallas, and Detroit.
Motivation for the attacks is related to U.S. activities in Afghanistan, Iraq, and backing of Israel. The caller said he would use explosives strapped to himself to carry out attacks.

During a two-week enforcement action that culminated yesterday, federal agents from the Department of Homeland Security’s U.S. Immigration and Customs Enforcement (ICE) arrested 375 gang members and associates in 23 states in a joint effort with law enforcement agencies nationwide.
The arrests are the latest under the auspices of “Operation Community Shield,” a comprehensive initiative launched by ICE roughly one year ago to disrupt and dismantle transnational, violent street gangs. Operation Community Shield represents the first time the federal government has used immigration and customs authorities in a combined, national campaign against criminal street gangs in the United States.
Homeland Security Secretary Michael Chertoff announced the results at a press conference today with ICE Assistant Secretary Julie Myers; Director of U.S. Citizenship and Immigration Services (USCIS) Emilio Gonzalez; Assistant Director of Field Operations at the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Michael Bouchard, First Assistant Chief of the Dallas Police Department David O’Neal Brown, and Deputy Assistant Director of the FBI’s Criminal Investigative Division Deborah Pierce.
In the past year, ICE has conducted several targeted enforcement actions under Operation Community Shield, including the latest one. In total, these efforts have resulted in the arrest of 2,388 members of 239 different gangs and the seizure of 117 firearms. Fifty-one of those arrested were gang leaders. Roughly 922 of those arrested were from the street gang Mara Salvatrucha (MS-13). Those arrested under Operation Community Shield are prosecuted criminally or removed from the United States through immigration proceedings. To date, 533 have been charged criminally, while 1,855 have been hit with administrative immigration charges.
In the latest enforcement action that began on Feb. 24, 2006, ICE teamed up with its law enforcement partners to arrest large numbers of gang members in Dallas (44), San Diego (41), Washington, D.C. (22), Miami (22), and Raleigh, N.C. (19). Gang members were also arrested in locations such as Sioux Falls, South Dakota; Des Moines, Iowa; and Springfield, Missouri. Those arrested included members of MS-13, Surenos, 18th Street Gang, Latin Kings, Bloods, Crips, Armenian Power, Street Thug Criminals, Brown Pride, Asian Dragon Family, Avenue Assassins, Spanish Gangster Disciples, Big Time Killers and Hermanos Pistoleros Latinos.
More than 260 of the 375 individuals arrested in the latest action have past criminal records, most of them violent. ICE agents arrested 73 of the individuals on new criminal charges ranging from drug and firearms violations to charges of re-entering the country after deportation. The rest have been accused of administrative immigration violations and placed into deportation proceedings. Some of those arrested include:
Convicted murderer & gang member whose son is charged with shooting an ICE agent -- On March 3, ICE agents in South Texas arrested Juan Eladio Villareal-Saenza, a convicted murderer and member of the gang, Hermanos Pistoleros Latinos, on criminal charges of re-entry after deportation. The same day, ICE agents and U.S. Marshals deputies arrested his son, Leobardo Villareal, who was wanted on federal charges of shooting ICE agent Maria Ochoa in May 2005; escaping from federal custody; and federal drug violations. After his first arrest for the attempted murder of an ICE agent, Leobardo Villareal escaped in Sept. 2005 from the McAllen Medical Center, where he allegedly carjacked a mother and her children to flee. He was later featured on “America’s Most Wanted.”
Gang member who robbed state representative & beat individual in the head with bat – On Feb. 28, ICE agents worked with the Fuquay-Varina, N.C. Police Department to arrest Jose Carlos Peralta-Morales, a Surenos gang member who was observed that day beating an individual in the head with an aluminum baseball bat in a Wal-Mart store. ICE interviews of the suspect revealed that he had previously been deported in May 2005 and had been convicted of robbery / accessory after the fact in connection with an incident in which gang members broke into and robbed the house of a North Carolina state representative. Peralta-Morales faces federal criminal prosecution.
“The lawlessness that these violent gangs propagate presents a grave threat to public safety,” said Homeland Security Secretary Michael Chertoff. “We are meeting their victimization of the innocent with hard-hitting enforcement actions that lead to criminal prosecutions and deportations. Operation Community Shield embodies the power behind law enforcement partnerships, at all levels, to share information and combat these intolerable criminal elements.”
“Transnational street gangs pose a growing public safety threat to urban and rural communities throughout the United States. Their violence, sophistication, and scope have reached intolerable levels,” said ICE Assistant Secretary Myers. “Operation Community Shield demonstrates how ICE is working with its law enforcement partners and leveraging its broad authorities to disrupt these criminal organizations on a national scale.”
Partnerships with law enforcement / Impact on violent crime
Law enforcement partnerships at the local level are critical to the success of Operation Community Shield. Recent collaboration in Dallas was representative of joint operations nationwide. In Dallas, ICE received data from the Dallas Police Department about local violent gang members. ICE conducted further investigation to determine if any were subject to arrest for federal customs or immigration violations. After identifying targets subject to ICE authorities, ICE and Dallas police conducted a joint operation that netted 44 gang members.
First Assistant Chief of the Dallas Police Department David O’Neal Brown said, “Operation Community Shield has had a direct impact on violent crime in the Dallas area. Over the past year, the murder rate in the Dallas metropolitan area decreased roughly twenty percent compared to the year before. This is a successful program that the Dallas Police Department is proud to participate in.”
ICE has also worked with its partners at the federal level. In the recent action, ICE teamed with USCIS to identify 48 MS-13 members who had recently applied for immigration benefits by comparing its list of thousands of gang targets against the USCIS database of immigration benefit applicants. This effort led to the arrest of 4 MS-13 members and the placement of immigration detainers on 8 MS-13 members in custody.
“Operation Community Shield is a prime example of how USCIS and ICE have joined forces to identify and remove those who pose a threat to public safety,” said USCIS Director Emilio Gonzalez. “Just this past year, USCIS identified and referred more than 4,000 cases involving fraud to ICE. This joint anti-fraud and national security effort is a major priority for the Department of Homeland Security.”
ICE has also worked closely with its partners at the ATF and FBI. ICE has been coordinating street gang operations with the ATF’s Violent Crime Impact Team (VCIT) initiative, which operates in 23 cities throughout the country to identify, arrest, and prosecute the most violent criminals in communities. The VCIT is especially focused on the reduction of gun-related violence often perpetrated by violent gangs. ICE has also been coordinating all its gang targets with the FBI and its MS-13 National Gang Task Force prior to arrest.
About Operation Community Shield
Operation Community Shield was launched in February 2005 after a threat assessment by ICE field offices identified MS-13 as one of the largest and most violent street gangs in the country. The assessment found that most of these gang members were foreign-born; in the United States illegally; had prior criminal convictions; and/or were involved in crimes that made them subject to ICE’s broad immigration and customs authorities.
ICE kicked off Operation Community Shield with an enforcement action that resulted in the arrest of more than 100 members of MS-13. In the months that followed, ICE agents nationwide joined ranks and continued targeting MS-13 members in their jurisdictions. In May 2005, ICE expanded Operation Community Shield to include all criminal street gangs and prison gangs with foreign-born members.
Since that time, ICE has been targeting all violent gang members nationwide by using its administrative immigration authorities to detain and remove illegal alien gang members from the country and by using its criminal authorities to arrest and prosecute gang members involved in criminal activities.

On January 19, 2006, Al-Jazeera released a recorded audio statement from Osama bin
Laden (OBL). In it, he suggested a truce with the United States and at the same time
warned Americans that more “operations are under preparation, and you will see them on
your own ground once they are finished, God willing.” In this new statement, OBL told his
followers to be patient and promised further attacks, as he had done in past statements.
There was nothing in this statement to indicate that an attack is imminent.
At the present time, DHS and FBI believe the statement was most likely recorded in the
past two months, given a reference to an alleged US government plan to attack al-Jazeera
which first appeared in the open press by late November 2005. The timing of this
statement is also significant as it appears an earlier U.S. air attack apparently killed
several important al-Qaeda leaders in eastern Pakistan. This attack was likely
demoralizing and troubling to AQ rank and file and was probably intended to reassure
those operatives that al-Qaeda leadership remains operational.
Initial review of the audio statement includes:
• Offer of a “compromise” to the US leadership for a way to end the conflicts in Iraq
and Afghanistan, which he proposes is based on the withdrawal of U.S. and allied
partner forces from those countries.
• Insistence that despite this “compromise”, the US leadership has ignored this offer
despite the US public’s desire for a withdrawal of forces in Iraq and Afghanistan.
• Claim that al-Qaeda has delayed carrying out attacks in the United States, but not
because of heightened security measures, and that operations are “under
preparation” and could potentially occur in the future.
• Emphasis that AQ is patient and will ultimately win the larger conflict with the U.S.
even if it loses a few battles in the interim.
Osama bin Laden’s statement is the first such message since December.

Possible Threat to New York City Subway System. The Department of Homeland Security (DHS) and the Federal Bureau of Investigation (FBI) have received information regarding a possible threat to the New York City subway system. While DHS and the FBI have doubts about the credibility of the threat based on the information received, the source and the information provided continue to be evaluated. At this time, DHS has no plans to alter the national threat level or the threat level for New York City. The New York City Police Department has implemented heightened security measures. Joint Information Bulletin Beginning in late September 2005, DHS and FBI received information regarding an alleged plot to attack the New York City subway system. The plot involved a team of terrorist operatives, some of whom might travel to or might be in the New York City area, and attempt to execute an attack on the New York City Subway on or about October 9, 2005. These terrorists may use some type of remote-controlled or timed explosives concealed in briefcases, suitcases, or placed inside or underneath baby strollers.

Potential Threats to U.S. Tourist Facilities.
Intelligence reporting since September 11, 2001, indicates that al-Qaida has considered attacking U.S. tourist facilities and related infrastructure. Tourist facilities and related infrastructure, landmarks, monuments, and icons are symbols of U.S. power and wealth. Additionally, most of these facilities are vulnerable because of their ease of access, popularity, and perceived or actual lack of security. Hotel attacks abroad such as the J.W. Marriott Hotel in Jakarta, Indonesia, and most recently the October 1, 2005, attacks in Bali, demonstrate the capability and intent of al-Qaida and its affiliates to strike at tourist facilities. Operational planning and surveillance against tourist-related facilities and infrastructure is often difficult to detect because of the presence of crowds and the intentional openness of facilities to the public. Moreover, ample information concerning such destinations is readily available from open sources, including the Internet. DHS assesses that the specific high-profile destinations listed below are potentially attractive targets because of the prominence of the sites and the potential for an attack on them to meet the terrorist target objectives of causing injuries and fatalities to civilians, adversely affecting one or more sectors of the national economy, and attacking targets that are symbolic of Western culture.

Warning of Possible VBIED Attacks in
Continental United States.
AL Qaeda leaders plan to employ various types of fuel trucks as Vehicle Borne Improvised Explosive Devices (VBIED) in an effort to cause mass casualties in the U.S. (and London), prior to September 19, 2005. Attacks are planned specifically for New York, Chicago and Los Angeles. It is unclear whether the attacks will occur simultaneously or be spread out over a period of time. The stated goal is the collapse of the U.S. economy.
Some of the vehicles used will be hijacked. The type of vehicle may be anything from gasoline tanker trucks to trucks hauling oxygen and gas cylinders. Water trucks filled with gasoline of other highly combustible material may also be used. The detonation of the vehicles will be carried out by driving them into gas stations or ramming explosive-laden vehicles into the trucks carrying the fuel
The attackers will be members of small Al Qaeda cells which are spread throughout the U.S. The cell responsible for the specific attack will execute the plan upon the receipt of an order.
It is possible that the tape recently released on television by (Zawahiri) was meant as the activation signal to the cells and not so much as an indictment to President Bush or Prime Minister Tony Blair.

Threats to Trains in the Los Angeles Area
An anonymous source has provided information of undetermined credibility to a U.S. Government office in reference to an explosion in “Los Angeles”. The source sent an e-mail on Sunday 6-19-05 and said there would be an explosion on Tuesday at 1500 hrs. They did not specify the exact date. In a previous message trains were mentioned, however there was no mention of trains in Sunday’s message. All messages were written in Arabic.
